Students will have to submit a mandatory affidavit on admission
Sakaal Times: Every student and his or her parent will have to submit a mandatory affidavit at the time of admission, asserting compliance with the anti-ragging regulations issued by the University Grants Commission (UGC). The Commission has put the entire onus of preventing incidents of ragging on the individual educational institute.
The UGC regulations for prevention of ragging have a major thrust on creating awareness among students about the stringent provisions. UGC has asked institutes to print two affidavits in prescribed form along with the admission form.
The affidavit draws the student’s attention to definitions of ragging and punitive action in case of violation.
The student also has to affirm on oath that he or she was never involved or found guilty of committing ragging before.
The parent/guardian of the student will also submit the same affidavit to the respective college.
Anti-ragging committee
The University Grants Commission has put the onus of prevention of ragging on individual colleges.
Each institute will establish an Anti-Ragging Committee. It will have representatives of civil authorities, police administration, media and NGOs, faculty as well as representatives of freshers and senior students.
This committee will constitute a smaller anti-ragging squad for round-the-clock vigil and patrolling.
The University Grants Commission has also directed varsities to form a monitoring cell to coordinate with the affiliated colleges on implementation of the regulations.
It has fixed the responsibility of the faculty and non-teaching staff of the colleges in reporting minor instances, which could culminate into major violation.

DECLARATION BY INSTITUTES
- Every public declaration for admissions to expressly mention that ragging is totally prohibited
- Admission brochure to prominently print regulations in full form with details of helpline, telephone numbers of anti-ragging committee/ squad/ authorities
- Application form to be accompanied by certificate reporting inter-personal and social behavioural pattern of student, issued by institute last attended
- Students intending to stay in hostel (and their parents) to submit additional affidavit with application
- Institutes to display regulations at all important locations
- Institutes to distribute leaflets specifying definition of ragging, rights of freshers and emergency contact numbers
- Orientation/ familiarisation/ counselling of both freshers and seniors recommended
